Le politologue et docteur en sciences politiques Saïkou Oumar Baldé vient de publier son deuxième ouvrage intitulé: À quoi servent les élections en Guinée ? Enquête multidimensionnelle sur les pratiques et vicissitudes électorales ».

Ce deuxième ouvrage est avant tout conçu pour rendre intelligibles les processus électoraux en Guinée, l’administration électorale et l’impact de la fragilité des institutions sur le fonctionnement démocratique.

Il s’attache à expliquer les réformes électorales tout en permettant au lecteur de comprendre les enjeux autour des réformes opérées par le pouvoir en vue de garder une certaine domination sur les institutions. C’est aussi un ouvrage qui retrace et met en évidence les fraudes qui émaillent les scrutins ces dernières années. Il montre à travers les simulacres d’élections, les limites de l’efficacité des processus électoraux dans l’instauration ou la restauration de l’État de droit en Guinée.

Chaque partie donne lieu à un développement conséquent présentant à la fois les observations, les principaux enjeux, les critiques et parfois des perspectives.
C’est aussi un outil de travail pour ceux qui souhaitent s’investir dans l’étude des élections en Guinée et s’appuyer sur un document à la fois précis, concis et dans
un format pratique. Cet ouvrage s’appuie sur une enquête sociologique de plusieurs mois, d’observation de terrain, d’entretiens et d’analyse de contenus, et permet de mettre l’accent sur un traitement pédagogique et empirique des élections.
